In June of 2025, President Donald Trump nominated Carl to be the Assistant Secretary of State for International Organization Affairs.
Carl is a Senior Fellow at the Claremont Institute. He was previously a research fellow at the Hoover Institution, where he directed the Shultz-Stephenson Task Force on Energy Policy, chaired by former U.S Secretary of State George P.Shultz.
Carl received a BA from Yale University, where he served as President of the Yale Political Union, and an MPA from the Kennedy School of Government at Harvard University, where he studied under Calestous Juma and assisted Prof. Juma’s work with the World Bank and United Nations. He did further graduate work at Stanford University, where he was a research fellow at the Freeman-Spogli Institute for International Studies. From 2004 to 2005 Carl lived in India where he was a visiting fellow in resource and development economics at The Energy and Resources Institute in New Delhi.
